The UAE’s AI journey began in 2017 with a long-term strategy to lead in emerging technologies and build a post-oil economy. By 2025, that vision is gaining momentum, driven by landmark investments, ambitious initiatives and a deepening economic partnership with the US. Together, the UAE and US have established one of the most consequential AI alliances on the global stage.
2025 marked two major milestones in the rapidly evolving UAE–US economic partnership. In March, HH Sheikh Tahnoun bin Zayed Al Nahyan’s visit to Washington secured a $1.4 trillion UAE investment commitment in the US. Two months later in May, President Trump’s state visit to Abu Dhabi launched the U.S.-UAE AI Acceleration Partnership. The partnership includes the creation of a 5GW UAE-US AI Campus in Abu Dhabi, the largest AI infrastructure project outside the US.
Together, these moves solidify the partnership as one of the world’s most consequential—driving infrastructure expansion, bringing US AI to the $8 trillion MEASA market, safeguarding US technology and creating thousands of high-tech jobs in both countries.

In 2024, the UAE accelerated its role as a key investor in American AI. On the frontier models front, MGX participated in funding rounds for OpenAI and xAI totaling nearly $12.6 billion. On the infrastructure side, MGX joined Microsoft, BlackRock and GIP to launch a $100 billion AI Infrastructure Fund.
But the new investments weren't one-sided. In September, Microsoft invested $1.5 billion in UAE-based G42—signaling a new phase of reciprocal cooperation. That same month, during a historic visit to Washington by President Sheikh Mohamed bin Zayed, the UAE and US unveiled the Common Principles for AI Cooperation—a joint framework to strengthen collaboration in AI and advanced technologies.

As the world woke up to the rise of generative AI in early 2023 with the launch of ChatGPT's premium service, the UAE was already deeply engaged in shaping the field.
To advance its own AI capabilities and promote linguistic inclusivity, the UAE introduced Jais and Falcon—two of the world’s most advanced open-source multilingual Large Language Models (LLMs) developed by G42. These models empower over 400 million Arabic speakers by expanding access to generative AI and strengthening the UAE’s regional leadership in AI innovation and cultural inclusivity.
In 2022, G42 became a strategic partner to California-based Cerebras Systems, co-developing the Condor Galaxy supercomputer. This follows earlier UAE–US cooperation in semiconductors, including Mubadala’s 2009 investment in AMD, which established US-based chipmaker GlobalFoundries.
The strong foundation of UAE-US AI collaboration enabled its most ambitious partnership yet: Stargate UAE. Powered by 2.5 million of NVIDIA’s most advanced chips, Stargate UAE will be created in collaboration with G42, OpenAI, Oracle, NVIDIA, SoftBank Group Corp. and Cisco.
These moves chart the impressive trajectory of UAE-US AI collaboration, growing from semiconductors to supercomputers to large-scale compute infrastructure.

In 2017, the UAE made history by appointing HE Omar Sultan Olama as the world’s first Minister of State for Artificial Intelligence.
That same year, the UAE unveiled its National Strategy for Artificial Intelligence 2031– a comprehensive roadmap designed to position the UAE as a global leader in AI by 2031. As part of this strategy, the UAE aims for AI to contribute 20% of its non-oil GDP by 2031, integrating it across sectors to boost governance, enhance quality of life and drive innovation-led growth.

Since 2017, the UAE has rapidly expanded its footprint in the AI landscape, emerging as a key ally to leading US technology firms and a strategic backer of some of the world’s most pivotal AI initiatives.
By 2025, a deepening economic partnership with the US has become a cornerstone of the UAE’s AI strategy, reflected in major investments across US infrastructure, frontier models led by American firms and advanced chip manufacturing. This relationship is now anchored by the UAE’s $1.4 trillion investment commitment to the US and the launch of the UAE–US 5-gigawatt AI Campus. Once complete, the campus is set to become the largest AI compute cluster outside US borders and a centerpiece of what may be the most consequential alliance in the global AI landscape.
